The pact has automatic sanctions for euro nations that violate and existing rule to keep their budget deficits under 3% of GDP. Merkel and Sarkozy would like the entire 27 member EU to adopt the pact, but that an agreement between the 17 nations that use the euro would be acceptable. The Dow is currently up 141 points and the Nasdaq is up 38 points. The S&P has just crossed its 200 day moving average and is up 19 points so far today.
